C\u2019est une \u00e9tape importante quand on sait que ce contrat de gestion n\u2019avait pas \u00e9t\u00e9 renouvel\u00e9 depuis 1997.<\/strong><\/p>\n<p>Le document consacre la mont\u00e9e en puissance du Fonds du Logement et sa mission principale, qui est de permettre l\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9 pour des m\u00e9nages qui n\u2019en n\u2019ont pas l\u2019occasion sur le march\u00e9 priv\u00e9 des pr\u00eats hypoth\u00e9caires. L\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9 r\u00e9pond aux besoins et aux aspirations de nombreux m\u00e9nages et familles, c\u2019est donc une voie \u00e0 encourager et \u00e0 d\u00e9velopper. Cela favorise l\u2019int\u00e9gration des familles dans la ville et leur donne  acc\u00e8s \u00e0 un capital qui joue un r\u00f4le important en terme de stabilit\u00e9 sociale . Chaque ann\u00e9e plus de 75% des m\u00e9nages qui deviennent propri\u00e9taires gr\u00e2ce au Fonds se situent dans les conditions d\u2019acc\u00e8s du secteur du logement social m\u00eame si l\u2019objectif de ce nouveau Contrat de gestion est d\u2019offrir \u00e0 nouveau des possibilit\u00e9s aux m\u00e9nages dont les revenus se situent l\u00e9g\u00e8rement au-dessus des conditions du logement social et qui connaissent \u00e9galement des difficult\u00e9s pour trouver un logement abordable \u00e0 Bruxelles.<\/p>\n<p>Le Contrat de gestion s\u2019articule autour d\u2019objectifs prioritaires :<br \/>\n&#8211;        Red\u00e9ployer l\u2019action du Fonds<br \/>\n&#8211;        Objectif 1.000 pr\u00eats par an<br \/>\n&#8211;        Produire des logements suppl\u00e9mentaires (800 logements dans les prochaines ann\u00e9es)<\/p>\n<p>Parall\u00e8lement \u00e0 ces objectifs, j&rsquo;ai pu d\u00e9voil\u00e9 2 mesures phares de ce nouveau Contrat de gestion : le PR\u00caT BOOSTER et l\u2019\u00e9co-pr\u00eat :<!--more--><\/p>\n<p><strong>Le pr\u00eat BOOSTER<\/strong><\/p>\n<p><a href=\"www.pretbooster.be\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1903\" title=\"BOOSTER_Logo_CYMK\" src=\"https:\/\/www.doulkeridis.be\/blog\/wp-content\/uploads\/2011\/02\/BOOSTER_Logo_CYMK1.jpg\" alt=\"\" width=\"580\" height=\"240\" srcset=\"https:\/\/www.doulkeridis.be\/blog\/wp-content\/uploads\/2011\/02\/BOOSTER_Logo_CYMK1.jpg 1632w, https:\/\/www.doulkeridis.be\/blog\/wp-content\/uploads\/2011\/02\/BOOSTER_Logo_CYMK1-300x124.jpg 300w, https:\/\/www.doulkeridis.be\/blog\/wp-content\/uploads\/2011\/02\/BOOSTER_Logo_CYMK1-1024x424.jpg 1024w\" sizes=\"auto, (max-width: 580px) 100vw, 580px\" \/><\/a>Dans les perspectives d\u00e9mographiques, la R\u00e9gion de Bruxelles-Capitale est identifi\u00e9e comme \u00e9tant la R\u00e9gion qui comptera, \u00e0 terme, la proportion la plus importante de jeunes et de jeunes m\u00e9nages (moins de 35ans). Or,  ce sont particuli\u00e8rement ces m\u00e9nages aux revenus moyens  qui sont  tent\u00e9s de quitter  le territoire r\u00e9gional pour aller vivre en dehors de celui-ci\u00a0 : la raret\u00e9 de l&rsquo;offre de logements \u00e0 acqu\u00e9rir \u00e0 un prix abordable reste en effet la principale motivation \u00e0 l&rsquo;exode de la capitale. Et cela entra\u00eene une baisse constante des rentr\u00e9es fiscales, en contradiction avec la n\u00e9cessit\u00e9 de faire face aux investissements qu\u2019impliquent les d\u00e9fis d\u00e9mographiques (logements, enseignement\u2026).<\/p>\n<p>Cet \u00e9l\u00e9ment est essentiel pour l&rsquo;\u00e9quilibre d\u00e9mographique, financier et social de la R\u00e9gion. Cet enjeu est d&rsquo;autant plus pr\u00e9gnant que l&rsquo;on se dirige vraisemblablement vers un f\u00e9d\u00e9ralisme qui demandera de plus en plus de responsabilisation financi\u00e8re des R\u00e9gions et Communaut\u00e9s.<\/p>\n<p><a href=\"www.pretbooster.be\" target=\"_blank\">Le pr\u00eat BOOSTER<\/a>, s\u2019adresse aux jeunes de moins de 35 ans et va permettre:<br \/>\n\u2022             d\u2019\u00e9largir les conditions actuelles en mati\u00e8re de revenus maxima, du pr\u00eat maximum autoris\u00e9 et de  la valeur v\u00e9nale maximale des biens,<br \/>\n\u2022             de profiter de taux d&rsquo;int\u00e9r\u00eat inf\u00e9rieurs  (par rapport au r\u00e9gime classique du Fonds et du march\u00e9 priv\u00e9 bancaire) : gain de 0,50 \u00e0 2% de  taux d&rsquo;int\u00e9r\u00eat en moins  selon la situation de revenus et la composition de m\u00e9nage<\/p>\n<p>Nous avons fait une simulation pour comparer la mensualit\u00e9 via le pr\u00eat BOOSTER et le march\u00e9 priv\u00e9 des pr\u00eats hypoth\u00e9caires et nous constatons\u00a0 une diff\u00e9rence comprise entre 99 et 228 euros par mois (selon les formules et la dur\u00e9e du pr\u00eat).<\/p>\n<p><strong>L\u2019\u00e9co-pr\u00eat<\/strong><\/p>\n<p>Un scan \u00e9nerg\u00e9tique sera syst\u00e9matis\u00e9 lors de l\u2019octroi d\u2019un pr\u00eat pour permettre de d\u00e9terminer les \u00e9ventuels investissements prioritaires pour am\u00e9liorer la performance \u00e9nerg\u00e9tique du bien. Le Fonds proposera alors \u00e0 l\u2019acqu\u00e9reur un financement des investissements identifi\u00e9s. Un taux de 0% sera mis en place. La r\u00e9duction de la consommation \u00e9nerg\u00e9tique des locataires est un engagement concret. C\u2019est un enjeu important pour les locataires, mais \u00e9galement pour l\u2019environnement quand on sait que 70% du CO2 \u00e0 Bruxelles provient du b\u00e2timent. C\u2019est une \u00e9tape importante quand on sait que ce contrat de gestion n\u2019avait pas \u00e9t\u00e9 renouvel\u00e9 depuis 1997. Le document consacre la mont\u00e9e en puissance du Fonds du Logement et sa mission principale, qui est de permettre l\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9 pour des m\u00e9nages qui n\u2019en n\u2019ont pas l\u2019occasion sur le march\u00e9 priv\u00e9 des pr\u00eats hypoth\u00e9caires. L\u2019acc\u00e8s \u00e0 la propri\u00e9t\u00e9 r\u00e9pond aux besoins et aux aspirations de nombreux m\u00e9nages et familles, c\u2019est donc une voie \u00e0 encourager et \u00e0 d\u00e9velopper. Cela favorise l\u2019int\u00e9gration des familles dans la ville et leur donne acc\u00e8s \u00e0 un capital qui joue un r\u00f4le important en terme de stabilit\u00e9 sociale .
